Implementation Guidelines for the Doctoral Qualification Examination and Degree Examination

Approved at the 1^st Department Affairs meeting  of the 2nd Semester of academic year 2025, held on March 3, 2025.

一、 國立高雄科技大學（以下簡稱本校）水產食品科學系博士班（以下簡稱本系博士班）依據大學法、

     大學法施行細則、學位授予法、本校研究生學位考試辦法等規定，訂定國立高雄科技大學水產食品

     科學系博士生資格考核及學位考試實施要點（以下簡稱本要點）。

The Ph.D. Program of the Department of Seafood Science, National Kaohsiung University of Science and Technology (hereinafter referred to as “the Doctoral Program”), formulates these Regulations for the Doctoral Qualification Examination and Degree Examination (hereinafter referred to as “these Regulations”) in accordance with the University Act, the Enforcement Rules of the University Act, the Degree Conferral Act, the Enforcement Rules of the Degree Conferral Act, and the Regulations Governing Graduate Degree Examinations of NKUST.

二、本系博士班修業規則如下：

The academic requirements of the Doctoral Program of the Department are as follows:

(一) 修業年限：二至七年（不含保留入學及休學期間）。

Duration of study: 2-7 years, excluding periods of enrollment deferment and leave of absence.

(二) 博士生選課須經指導教授同意。

Doctoral students shall obtain approval from their academic advisor before registering for courses.

 (三) 博士生入學後，於修業期限內應修畢最低畢業學分數三十五學分，其中包含必修十四學分、選

      修至少二十一學分。

Doctoral students shall complete a minimum of 35 credits within the prescribed period of study, including 14 required credits and at least 21 elective credits.

指導教授選任原則如下：

The principles for the appointment of academic advisors are as follows:

(一) 博士生於入學後第一學期（內），須選定指導教授，且至少一人應為本系專任副教授以上教師，

     並提交經指導教授同意及簽署後之本校研究生指導教授提報申請單至本系博士班備查。但博士

     生之配偶或三親等內之血親、姻親，不得擔任其指導教授。

Doctoral students shall select an academic advisor within the first semester after enrollment. At least one advisor shall be a full-time faculty member of the Department holding the rank of Associate Professor or above. The completed Application Form for Appointment of Academic Advisor, duly approved and signed by the advisor, shall be submitted to the Doctoral Program of the Department for record. A doctoral student’s spouse or any relative by blood or marriage within the third degree of kinship shall not serve as the student’s academic advisor.

(二) 博士生如須更換指導教授，應徵得原指導教授與新指導教授同意，並於本校研究生指導教授異

     動申請單簽署後，將異動申請單繳交至本系博士班核備。

If a doctoral student intends to change the academic advisor, the consent of both the original advisor and the new advisor shall be obtained. After the Application Form for Change of Academic Advisor is duly signed, the student shall submit the application form to the Doctoral Program of the Department for approval and record.

(三) 指導教授若離職或退休，則須以共同指導方式處理。

If an academic advisor resigns from the University or retires, the doctoral student shall be supervised under a co-supervision arrangement.

(四) 博士生若有需要由系外專家學者共同指導時，須指導教授同意，且須向本系博士班提出申請，

     並經事務會議審議通過後始得為之。

If a doctoral student requires co-supervision by an external expert or scholar, the consent of the academic advisor shall be obtained. An application shall be submitted to the Doctoral Program of the Department and shall be subject to review and approval by the Department Affairs Meeting before such arrangement may take effect

三、博士學位候選人資格考核：

Qualification Examination for Doctoral Candidacy

(一) 博士生於入學後八學期內（不含休學期間）須通過資格考核，未通過者，得令退學。資格考核

     以論文計畫提審，未通過者得重考一次，若重考仍未通過者（未參加考核視同未通過），依本

     校學則規定應令退學。

Doctoral students shall pass the Qualification Examination within eight semesters after enrollment, excluding periods of leave of absence. Students who fail to pass the examination within the prescribed period may be subject to dismissal from the University. The Qualification Examination shall be conducted in the form of a dissertation proposal review. A student who fails the examination may apply to retake it once. If the student fails the retake, or fails to take the examination, the student shall be dismissed in accordance with the Academic Regulations of the University.

(二) 資格考核，置審查委員三至五人，由本系或系外助理教授以上人員組成，經指導教授提名，

     主任同意後聘請之，委員之資格需符合學位授予法之規定。

The Qualification Examination shall be reviewed by a committee consisting of three to five members. The committee members shall be faculty members of the Department or external scholars holding the rank of Assistant Professor or above. The members shall be nominated by the academic advisor and appointed with the approval of the Department Chair. The qualifications of the committee members shall comply with the provisions of the Degree Conferral Act.

(三) 若博士生於更換指導教授前，已通過資格考核取得博士學位候選人資格，新指導教授得視情

     況要求重新進行博士論文研究計畫書審查，審議研究主題與方向。

If a doctoral student has obtained doctoral candidacy by passing the Qualification Examination prior to changing the academic advisor, the new advisor may, at their discretion, require the student to undergo a renewed review of the doctoral dissertation proposal to reassess the research topic and direction.

四、博士生於申請學位考試前之最低論文發表標準，至少需符合下列條件之一：

Prior to applying for the Doctoral Degree Examination, doctoral students shall meet at least one of the following minimum publication requirements:

(一) 博士論文研究成果發表於（已接受未刊登者需附正式接受函）TSSCI、FLI、EconLit、 SSCI 或 SCI 列名的期刊論文二篇（應為第一作者或通訊作者），並以本系博士班名義發表，博士生共同發表則限一位提出申

請）。

Doctoral research results shall be published in journals indexed in TSSCI, FLI, EconLit, SSCI, or SCI. A minimum of two journal articles is required, and the doctoral student shall be the first author or corresponding author. For manuscripts that have been accepted but not yet published, an official letter of acceptance shall be provided. The publications shall be issued under the affiliation of the Doctoral Program of the Department. In the case of co-authored publications by multiple doctoral students, only one student may apply for qualification based on each publication.

(二) 發表第一款學術期刊論文一篇，並且至少有一件與博士論文內容相關之國內外發明專利，博士生共同取得則限一位提出申請。

The doctoral student shall publish, or obtain formal acceptance for publication of, one academic journal article meeting the requirements set forth in Subparagraph (1), and shall additionally obtain at least one domestic or international invention patent related to the content of the doctoral dissertation. In the case of a jointly obtained patent by multiple doctoral students, only one student may apply for qualification based on such patent.

博士生發表之研究著作與成果應註明，本校需為掛名單位之一。

Publications and research outputs presented by doctoral students shall indicate National Kaohsiung University of Science and Technology as one of the listed affiliations.

就讀本系博士班以前發表之研究成果，或在本系博士班內發表與博士論文不相關之研究成果均不列入前項之計算。

Research results published prior to enrollment in the Doctoral Program of the Department, or research results published during the period of study but not related to the doctoral dissertation, shall not be counted toward the aforementioned publication requirements.

博士生於提出博士學位考試前，英文能力須符合下列條件之一。但外籍生不在此限：

Prior to applying for the Doctoral Degree Examination, doctoral students shall meet at least one of the following English proficiency requirements; however, international students are exempt from this requirement:

(一) IBT-TOEFL-六十一分或 TOEIC-六百五十分。

A minimum score of 61 on the TOEFL iBT or 650 on the TOEIC test.

(二) 全民英檢中高級初試通過。

Passing the first stage of the High Intermediate Level of the General English Proficiency Test.

(三) 參加臺灣以外地區以英文為正式語言之國際研討會並以英文口頭發表論文二次。

Delivering two oral presentations in English at international academic conferences held outside Taiwan where English is an official language.

博士學位候選人在符合第一項與第三項之規定後，由指導教授推薦，於本校學位考試申請期限內提出申請，並於該學期學校行事曆規定學期結束日之前完成博士學位考試。

A doctoral candidate who has satisfied the requirements set forth in Paragraph 1 and Paragraph 3, upon recommendation of the academic advisor, may apply for the Doctoral Degree Examination within the application period prescribed by the University. The Doctoral Degree Examination shall be completed prior to the end of the semester as specified in the University’s academic calendar.

五、博士生如有更換指導教授，須經原指導教授與新任指導教授書面同意方可納入畢業條件。但有爭議時，應由主任協調之。

If a doctoral student changes the academic advisor, written consent from both the original advisor and the newly appointed advisor shall be obtained before the change may be recognized toward fulfillment of graduation requirements. In the event of any dispute, the matter shall be coordinated by the Department Chair

六、合聘及退休教授應依本要點之規定辦理，退休教授及共同指導教授論文掛名順序，依實際指導情形自行協商。

Jointly appointed faculty members and retired professors shall comply with these Guidelines. The order of authorship for retired professors and co-advisors on the dissertation shall be determined through mutual agreement based on the actual extent of supervision.

七、博士學位考試如遇爭議事項，應由事務會議審議處理之。

Any disputes arising from the Doctoral Degree Examination shall be reviewed and resolved by the Department Affairs Meeting.

八、博士學位考試委員會之組織，依下列原則辦理：

The Doctoral Degree Examination Committee shall be organized in accordance with the following principles:

(一) 考試委員五至九名，其中教授須佔考試委員二分之一（含）以上，應考博士生之指導教授亦得為考試委員。

The Examination Committee shall consist of five to nine members, of whom at least one half shall hold the rank of Professor. The doctoral candidate’s academic advisor may serve as a member of the Examination Committee.

(二) 前款規定，其校外委員應有三分之一（含）以上，且考試委員會召集人應由校外委員擔任。

Pursuant to the preceding paragraph, no fewer than one third of the members of the Examination Committee shall be external members, and the convener of the Examination Committee shall be selected from among the external members.

(三) 本校兼任教師得提聘為校外委員。

Adjunct faculty members of the University may be appointed as external members of the Examination Committee.

(四) 應考博士生之四親等內之血親、姻親等具有親屬關係之人不得擔任考試委員。

Any person who is related to the doctoral candidate within the fourth degree of kinship by blood or marriage shall not serve as a member of the Examination Committee.

九、博士學位候選人之博士學位考試不及格而其延長修業年限尚未屆滿者，得於次學期以後申請重考，重考以一次為限。

A doctoral candidate who fails the Doctoral Degree Examination and whose maximum period of study has not yet expired may apply to retake the examination in the subsequent semester or thereafter. The retake shall be limited to one time.

十、本要點如有未盡事宜，依本校相關法令規章辦理。

Matters not provided for herein shall be handled in accordance with the relevant laws and regulations of the University.

十一、本要點經系務會議通過後施行；修正時亦同。

These Guidelines shall take effect upon approval by the Department Affairs Meeting. The same procedure shall apply to any amendments.
